I was able to resolve this by opening the affected forms and going to "Design" -> "Localizable" and changing it to "False". I have tried other solutions I have come across on the internet, including checking for a trailing / in the local path setting, and ensuring web extensions are enabled. I went to the project, added and existing item (the bitmap), and then set it to embedded resource. create one?
