You also need a WinPE (v2/3/4) ISO - e.g. have a peek at these guys I'd rather not try to attempt to venture a fix on my own, as this is exactly what I did in 1.3.0, and it broke support for other ISOs.

As such, I'd much rather leave Rufus users with only the application file ever, which I see it as a much more valuable behaviour.
I guess I'd start by trying to weed out hardware issues, especially as you indicate that the hardware is brand new.
